I added the athletics center to increase agility but idl how it works, does it just keep training selected dwellers over and over again until they max out?

Sorry if the screenshot came out small, isk why it’s like that but based on the screenshot what can I do better?

The second I got my 16-18th dweller it got difficult to maintain my food and water especially since many of my dwellers are very low on their SPECIAL stats
