Interdivisional transfer process

For those who have gone through an interdivisional transfer within RTX, say Collins to PW, what does the offboarding and onboarding process actually look like?
Specifically I’m trying to understand:
* Do you use the resign feature in Workday or is that only for leaving RTX entirely?
* Do you keep your current laptop or turn it in?
* Is there a formal checklist or procedure to follow when transitioning between business units?
* Any paperwork fill or steps I should be aware of that aren’t obvious?
Any guidance from those who’ve been through it would be really helpful. Thanks

Salary negotiations - HR or HM Decision?

When it comes to salary negotiations for new hires or internal transfers, is compensation entirely an HR decision or do hiring managers have any real influence or leverage?
Can a hiring manager advocate for a higher salary on behalf of a candidate and actually move the needle? Or does it all sit with HR and compensation teams regardless of what the hiring manager wants?
Appreciate any insight from those who’ve been through the process on either side.

Received a verbal/email offer from TA for an internal position I interviewed for. I’ve talked to the HM since then and he thinks I’ll a great addition to his team and has shared with me my start date. It’s been almost 2weeks still waiting for the written/formal offer to come through. Is HR on vacation or something? Didn’t think this process was going to be this slow as I also intend to negotiate their original offer, though I told the TA my salary expectation which he flowed down to HR. Any possible reason why it’s taking this long? I feel ghosted by HR. Location:CT
