Do we need to add OINP as a recipient to authorize Ontario Immigrant Nominee Program to access my ECA (foreign education assessment) from World Education Services (WES)?

I have already completed my credential evaluation and authorized IRCC, but I'm currently unable to add a recipient because the "Order Duplicate Report" and "Upgrade Report" options are disabled.

Has anyone successfully completed this process? Also, does this need to be done before submitting an EOI, after receiving an ITA, or can it be done at any stage of the OINP application process?
