RTSS 30 FPS causes tearing, but V-Sync causes microstutter — how to get smooth 30 FPS?

I'm trying to figure out an issue with running games at a locked 30 FPS.

My monitor is 60 Hz and I don't have G-Sync or FreeSync.

When I cap the game to 30 FPS using RTSS, I get noticeable screen tearing. However, if I enable V-Sync either in the game or through the NVIDIA Control Panel, the tearing disappears, but I get microstutters / occasional juddering, even though the FPS is locked at a stable 30.

I've tried both in-game V-Sync and NVIDIA Control Panel V-Sync, but neither feels completely smooth.

I know that 30 FPS isn't ideal for everyone, but personally I don't mind playing at 30 FPS if it allows me to use higher graphics settings and better visual quality. I'd rather have a stable 30 FPS with the best image quality possible than 60+ FPS with significantly reduced graphics settings.

So what would be the best way to achieve properly smooth 30 FPS on a 60 Hz monitor without G-Sync/FreeSync?

Is there a specific RTSS + NVIDIA Control Panel + in-game V-Sync configuration that would give the best frame pacing and eliminate both tearing and microstuttering?

Please help, I've been struggling with micro-stuttering in RDR2 for a long time. Especially when turning the camera, there's a sudden, millisecond-long tearing (lag), even though the FPS and frame rate are stable, as you can see in the video. I've enabled DX12 and Vulcan, tried fullscreen and windowed modes. I've changed graphics settings, resolution, enabled and disabled V-sync, triple buffering. Nvidia reflex boost (which, by the way, smoothed out the stuttering a bit). I'd appreciate any help.
