My lights are only 30% and it's 18 to 20 in high and my hanging fan is 18 in from the plant

Did anybody ever use this? Is it any good? My last seedling had a little issue just to be in the safe side I got this one's for a little extra help

The front right side one was stunned from the beginning. I do not understand why

I use pro mix and Happy frog except the bottom 2 in with ocean Forest and my nutritions is Fox farms.
