My sibling is turning 30 this year and I'd love to get them a portrait of themselves. I'd like to hire someone who has paint/ oil painting experience and a realistic art style. I want this portrait on a canvas AND framed please.

We are darker skinned so I'd like to only hire someone who has plenty of experience painting brown skin.

My budget cap is 500 dollars. I would need the portrait shipped to Pennsylvania.
