Buyer returned a different item

My 15y/o daughter sells clothes to make extra pocket money and to save for an overseas trip.
She recently sold a striped long sleeved top, described it accurately (I checked) and listed it as ‘fair’ condition - the lowest condition option, just to be sure there would be no issues even though I’d say it was ‘good’ imo.
The buyer received the item and requested a refund saying it was drastically not as described with holes and pills. My daughter thought that was incorrect but agreed to the refund process.
As soon as tracking showed the return had been delivered, the refund dispute case was closed.
We opened up the package and there was a totally different black top, with holes and pills.
I told my daughter I would handle it, but found that the buyer had blocked the chat and was unreachable. The refund case is closed and there is no avenue to dispute it. All I could do was file a report through the help centre .
Meanwhile my daughter goes online and finds the sellers instagram account (based on name and address) and there she is (adult in her late 20’s) in a recent photo wearing the black top with holes that she sent to my daughter.
I included screenshots of this, as well as pics of the top we received in the report I filed.

It’s been a week and no response from depop.
Is there another avenue through depop that I can go to have my daughter’s money returned in full, and the buyer reported for theft?

As an aside, to rub salt in her wounds, depop had the refund removed from my daughter’s debit card whilst there was no funds in it, and she received a $15 fee from her bank.

My plan B will be to contact the buyer through instagram and her father (who she is clearly close with), and shame her to him. As a father myself, I would be telling her to do the right thing… but you never know
