Pelikan M405 not working properly

As the title suggests, I'm having trouble with a recently acquired Pelikan M405. The top scribbles are from a Pilot Metropolitan <F>, and the bottom are from the Pelikan M405 <EF>. As you can see, the Pelikan is far scratchier and less wet than the Pilot. I know that the Pelikan is an EF, but it still shouldn't perform like this. I've already flushed and saturated the nib twice, so I'm not sure what else I can do or what the problem even is. Hopefully someone can provide me with some advice.

Does anyone have any experience renting from the Onyx on Hoyne in Rogers Park?

The units don't look bad, but the reviews are scarce in number, so I don't have much information about the place.

I plan to move to Chicago at the beginning of August for graduate school (I'm going to start looking for apartments in the next week or two), but I'm a bit worried about being accepted after reading all the comments about housing scarcity and how competitive it is to get accepted for an apartment. Some relevant factors about me are that I have a degree, a 746 credit score, and a cat. I'm looking for an apartment in the $1000 range, and while I probably won't meet the "3x rent rule," I plan to pay a couple months in advance and have a co-signer as well while I settle in and look for a job. I would love it if someone could give me some advice about what my chances for acceptance are and maybe some neighborhoods to look at. Thanks!
