1st picture is my Quicksilver climbing rose

2nd picture is my Perfuma Earth Angle rose

Both of these roses have the branches with small underdeveloped leaves on them. I am in zone 9b Houston area.

I am just curious as to what the issue is. Do I need to trim these off or what would be the best course of treatment for the roses.

Lots of rotation for this mid week game.
