So close to desirable plants, prefer to hack and squirt, not spray.

I live in a city, my lot is fairly small so everything that’s coming up is in my perennial flower beds, also neighbors gardens (and pets) are literally just on the other side of my borders. So I really would prefer to make small cuts in the stems and paint the herbicide on. The biggest ones are about an inch in diameter, and I think the smaller ones are just shoots. I’m so overwhelmed with all the information. I’ve referred to the Penn State website but I’m so overwhelmed and confused about how to properly handle this and I know my window is closing. I have Brush Tox. I’m scared I’m gonna mess this up. Please help 😭😭😭

Gotta treat but rain is in the forecast

I have a few little ones in my yard (tallest is about three feet) and I know it’s time but it’s supposed to rain all week. Tomorrow looks clear but the next two days rain is predicted. Should I go ahead anyway?

Advice

I’m aware of how to spot TOH. Last year I spotted one about 15 feet tall two doors down on my neighbor’s property. It was in between a couple of fences, I let my neighbors know, and we handled it together. We even temporarily removed part of a fence in order to treat it properly. I happily watched it die a slow death. But I live in a city, and across the alley, I know some were chopped down (I saw the guy across the alley last year and ran out to tell him to leave that one alone) but it’s gone and now I have several small ones growing in my backyard. I know what I have to do, and I will
follow protocol, they are small enough that I can brush the herbicide on without spraying. But it’s sprouting up in my perennial beds. Will the plants around it die as well? What should I expect? Im losing sleep.
