Question about H1B filing - after DOS favorable recommendation or USCIS approval?

After HHS approval, next step is DOS favorable recommendation. Can H1B be filed at this stage or do we have to wait for USCIS approval first before we can file for adjustment of status to H1B?

The reason why I'm asking this is I have not been able to apply for boards extension and based on how long ECFMG process these applications, it seems like I will not be able to make it in time before June 30. Hope anyone can give any advice. Thanks!

We are all in the same boat here and things can be anxiety-inducing especially with all the uncertainties that are going on. I have seen a reddit user in here, who later on blocked me, when I called him/her out for saying inaccurate statements about this whole HHS waiver process.

Ultimately, we are not experts in this waiver process and we can only probably rely on what we hear from other people or our own firsthand experience. Just a friendly reminder to always be cautious and not believe everything we see here as a fact. For goodness sake, if you are not sure about your statements, just keep it to yourself instead of spreading false information. I can't believe that as a doctor, one would be so confident in spreading information that is unfounded and baseless. We can always reach out to immigration lawyers to shed light to our answers. They will certainly be able to give clearer answers that are not just based on speculation.
