Stop Cyberbullying: When Does a Meme Become Harassment?

First a so called influencer records this person without their consent making fun.

Now I've seen 4-5 different meme pages which I don't even follow using this person's image, and the comments are mostly making fun of them.

As far as I know, this isn't a public figure. At this point it feels less like a joke and more like thousands of people laughing at the same individual who never signed up to become a meme.

If this happened to you, and your image was repeatedly reposted and mocked across social media, would you consider it harmless fun or online bullying?
