new layering system is one of the biggest issues with wow:f, not enough discussion about it
Unlikely the previous layer system, the new one doesn't behave in (from the player point of view) deterministic ways. For example, when joining a group it's possible I will get layered to them, or I might pull the group to me. Worse, when the group is disbanded, people are sent back to the layer they started on.
Stepping out into a completely empty Durotar while I can see streams of people in a fully populated one dueling is just the tip of the iceberg. Go to help a friend being ganked in STV? just as likely you layer them away from the action, than you go to it.
We've taken layers, and now removed any player agency from being able to control who they play with. Sitting outside a capital city in a dead durotar, and worse, people will be unwilling to invite you to hopefully layer you (assuming you can even find people to ask, since /general chat is also layered), since they are worried they will simply get pulled to yours.
