Finally: PGWP refused->reconsideration->refused->restoration->refused->reconsideration->APPROVED
My PGWP was refused because I did not submit proof of English proficiency. I only took the CELPIP after I received the refusal.
Here is my timeline:
- July 22, 2025 – Applied for PGWP
- April 13, 2026 – PGWP refused because no English test score was submitted
- April 13, 2026 – Applied for a visitor record
- May 11, 2026 – Submitted a reconsideration request through webform
- June 1, 2026 – Reconsideration was refused and the original decision was maintained
- June 1, 2026 – Requested withdrawal and refund for the visitor record application
- June 2, 2026 – Applied for restoration of status and submitted a new PGWP application
- June 17, 2026 – Restoration and PGWP were refused
- June 18, 2026 – Submitted another reconsideration request through webform
- June 26, 2026 – Status changed from “refused” to “submitted”
- June 28, 2026 – “Final decision” section had a ghost update
- June 29, 2026 – Status changed from “submitted” to “approved”
In my case, I did not have my English test results ready at the time I first applied for the PGWP, and I only took the CELPIP after receiving the refusal letter.
Also, by that point, more than 180 days had already passed since graduation, I was no longer eligible to apply for a PGWP under normal circumstances, and my status had already expired. It was a very complicated situation, but in the end, I still got my PGWP approved.
