I had left my starter on the bench and forgot to feed her and I went to do that this morning but she looks like this and smells pretty tangy :( Is that mould or oxidation? I can’t tell if it’s “fluffy” or not?

We have a low pressure hot water cylinder and our hot tap in the kitchen barely functions, literally a tiny dribble comes out of it. We have this booster pump but I’m just wondering if it can be installed directly under the sink?
