Hero or not, Kasfar deserved to be assassinated

High Admiral Kasfar was leader of the fearsome Scourge Fleet. He built a thriving military dictatorship from a struggling pirate pirate republic and led many successful raids and wars (They still raid other civilizations as not everything can be efficiently made on their space ships). Additionally he revolutionised the law, reshaped the caste system (He provided Worker Caste with many personal freedoms and delegalized forcing marriages by "higher" castes as well as poligamy. Normalising and codifying the vassalage and tributary law led to rapid conquest of new planets and rapid technological development. But on the other hand he took power after assassinating previous High Admiral and ruled for over seventy years with iron hand. He turned Admiral's Watch into a secret police embedded on every ship and led two purges of disloyal captains and crewmen. Additionally he was rumoured to be over hundred years old when he took office and it showed. His skis was thin and almost translucent without a trace of melamine. Not a single hair could be found on his entire body and his teeth were entirely artificial. This was all side effects of the early Excelsior Programme. He was one of the first superhumans produced by the Fleet. As the time went on he only became more eccentric, sometimes he talked to things only he saw (Psychic priests confirmed that no demons or spirits were present) or entered phases of animalistic hunger when he gorged himself on anything remotely edible (it included living humans, animals and aliens when different food sources weren't available). It was hidden from the crew and more importantly captains, since they were the only ones allowed to vote for new High Admiral. It all led to his assassination and civil war after two candidates were elected in two separate elections (both fraudulent).

Having your planet plundered and/or enslaved is bad, but some options are worse than others.

Scourge Fleet or Quasiri as they prefer to be called are a nomadic state feared across the galaxy for their raids and piracy. Originally a pirate republic they became a fascist military junta. They don't control any planets directly, but have multitude protectorates and tributaries who provide manpower and resources in exchange for protection and slaves. During planetary raids they are quick and brutal aiming to depower or destroy planetary shield generators and bomb the planet from orbit until surrender. Therefore ground occupations are usually short (unless they plan on making the planet into a protectorate.) Additionally they're very xenophobic so the entries are from human perspective. Aliens are treated much worse no matter the unit in question. And this is ranked from a perspective of an average person, just trying to survive. Here is the explanation of the meme:

Aid convoy - Reserved for collaborating and/or loyal cities they contain everything (human) population needs. From Food and water through medical care to skilled peacekeepers and journalist crews they bring some peace to those who chose their side.

Exterminator guilds - Despite the name, their presence is usually beneficial as their main purpose is to fight environtal hazards like hostile xenofauna or rogue beasts of war and prevent outbreaks of diseases. Additionally they are very well disciplined, despite belonging super-soldiers, so any accidents involving them are extremely rare. Fun fact: Their power armours are so silent that people sometimes walk into them when going around corners.

Worker Caste militia - All crewman are trained for combat, no matter what caste they belong to. They have basic training and weapons, and are used mostly for garrison duty if they are deployed at all. Because of their lack of training they aren't used for slaving operations and are usually a temporary option. They are known to commit minor looting, but usually they treat locals fairly well for occupational forces. Fun fact:

Industrial guard - They too stem for Worker Caste, but they are much better trained and equipped than simple militia. They are authorised to conduct slaving operations and enforce martial law. They are regular humans with all the good and bad that comes with it. Fun fact: Industrial guard was created so factory-ship captains could circumvent limits of Military Caste on their ships.

"Electricians" - Officially known as Admiral's Watch they are a secret police for Quasiri. Recruited from every caste they work in the shadows to assure loyalty amongst the crewmen and most importantly the captains. Their presence is heralded by spike in accidents and suicides. Additionally they make other units twitchy. Fun fact: They're called electricians, because their operations in the fleet are accompanied by mysterious power outages to cameras and security measures.

Military police - Clad in reddish power armour they are recruited from the most stern members of military caste. They are superhumans trained for combat from early childhood. They excell at reining in the population and can sow terror if need be or make example out of any would be freedom fighters and saboteurs. Thankfully their actions are based in law, albeit Draconian law, so their brutality is predictable. Fun fact: Military police are also enforcing the laws in the fleet, but they aren't nearly as lethal with their compatriots.

Katafari units - Those supersoldiers deemed defective or mentally ill are taken back by Eugenics Bureau and made into Katafari. Heavily modified with cybernetics and all but stripped off free will they are terrifying sight on and off the battlefield. They have unfortunate tendency to lash out and fire their heavy weapons into crowds of people, hoping they'll get killed in the insuing chaos. Fun fact: Military caste still considers them kin and are furious at Eugenics Bureau for treating crewmen like this.

Military Caste - With carer planned before conception and raised communally by the military, they are one of the most fierce fighting forces in the galaxy. When it comes to interactions with normal humans the older members are fairly stable and capable of having regular life outside of combat(even starting families if they choose to). It's completely different for younger members, as they're in the middle of enhanced puberty and pumped full of hormones and drugs, suffering constant growth pains. Instances of murder and/or sexual violence are common and officers are trying to hide such excesses as "Cadets will be cadets". Fun fact: In the original plans from Eugenics Bureau, Military Caste were considered combat ready at 24 and fully stable at 30 years old. But due to pressures the "combat ready" age was systematically lowered and in current times is set to 15.

Kseti mercenaries - Kseti are a young alien race that just appeared in the galaxy. They are larger and stronger than humans, but less intelligent. They bear resemblance to a cynognathus and posses both mammalian and reptilian characteristics. They're unique, as they evolved hip joints that can support both bipedal and quadrupedal movement for extended periods of time (they are less nimble on their hind legs compared to regular bipedal races). They are known for stealing everything that isn't nailed to the ground and killing anyone who looks at the wrong. Additionally they sometimes eat humans, but only if really hungry as they dislike the taste. The command never chooses to have them as a garrison, but sometimes they are the only option. Fun fact: Scourge Fleet considers them animals, but not to demean them, but to circumvent their own xenophobic laws that forbid hiring aliens.

Slave troopers - Armed slaves used as cannon fodder and meat shields for more valuable units. They volunteer or are volunteered from slave population in hope of securing their freedom. They're kept in line with fear and their lives are cheap so as soon they can they, relief their frustrations on local populations. Their handler either don't care or don't have means to stop their plundering. The usual policy is, to keep them away from population centres or to remove them as soon as possible, but those precautions can fail in chaos of war and massacres ensue. They leave plundered cities and dead people in their wake. Fun fact: They are purposely issued low penetration ammunition so in case of rebellion, they can be easily dealt with by Military Caste.
