So I'm still in the hiring process for GS-9, I'm just wondering how the pay system works. I think at the academy it's just base pay? And then afterwards you get that overtime pay? Plus locality? And then after a year you can go up a pay scale? So for me, i got through and did a year I would automatically be put at gs-11? Can someone clarify?

I have a current job offer for a little over $80,000.
