Hello, do undergraduate students (licență) have access to IEEE Xplore and similar academic databases/libraries?

If yes, how can we access them?

Because i saw till now a lot of posts asking for tutorials and projects etc... here is my question

Is doing an fft on fpga an impressive project if i want to do masters (embedded or chip design ) in top eu universities (france ,germany or belgium for example ) ?

I will gradute next year from applied electronics and though why not make my graduation project something big so i can also use it for masters admision ,given that my grades arent impressive at all .
