Getting around the 8 boat rule on hells canyon

I’m wondering if anyone has had any luck getting around the eight craft per launch rule for hells canyon. From what I understand the rule is only eight crafts can launch from the dam but I’d doesn’t specify whether or not you can actually have more boats on the water (I’ve heard of people stashing inflatable paddle boards and duckies at the launch and then filling them up later). I have a permit for a trip launching in June and was recently told by the forest service there would not be a ranger on duty the day we launch. My first thought was that we could get the rafts rigged and then discreetly launch a few extra kayaks but I’ve also ended up on the wrong end of Idaho good-ol-boys a couple times and I don’t want to have the law waiting for us at the takeout with a hefty fine because somebody in a jet boat called it in. Just wondering if anyone has had any luck bending this rule or if I should just make do with the eight boat rule.

New to turkey hunting and I’ve been out every weekend day since the season opened in Colorado. So far I’ve only heard two birds gobbling, both of them started at 7:15 ish and stopped 8:30 ish. I’ve seen one solitary hen and hung out near her for a while hoping something would come following her but nothing appeared. I’ve been trying to treat the experience like an elk hunt- walk a mile, glass and call for 20 minutes, walk another mile, etc. I’ve seen plenty of birds on private land and in state parks but my strategy doesn’t appear to be super effective. Any advice on how to turn things in my favor? Or just stick to the process until something presents itself?
