I'm applying for Australian tourist visa to visit my sister I do have question first I have to provide a bank statement certificate which is no problem at all my question is after I submitted my bank statement certificate can I use my money or should I wait till my visa grant ? And my second question after I submitted my bank statement certificate will the embassy personally call my bank to check my bank account?

So I'm applying for tourist visa next month one of the requirements is my bank statement certificate I already ask my bank for it my question is can I use my money or should I wait for the visa grant before I can use it? And will the embassy contact my bank company for confirmation or something?
