Cyberpower pre-built 5070ti/9800x3d running sluggish

Hello, apologies in advanced as I do not know the proper format to ask for help here; first time poster.

So, I purchased this pre-built from Walmart at the beginning of May this year and at first it was running like a dream. Fast forward three months and I have had to do a system restore at least three times, League of legends would stutter during gameplay and would eventually freeze for a second or two at a time before becoming responsive. Now, outside of any gaming, processes are taking at least 15 to 20 seconds to start/complete such as bringing up the task manager and even trying to load league of legends.

It may sound like it's a game issue, but they've started to pour into other things with the PC. What information can I post to help narrow down the issue at hand?

Thank you very much for your time.
