High Value Card Policy

Close to a month ago I hit a 1 of 1 and 2 cards /50 from a seller in a "player break"

Item was dropped off at the post office then seemingly never scanned again past that point. Seller refused to do anything until 2 weeks have passed but finally opened a missing mail claim for me when I basically messaged any social media platform I could find for them. Whatnot shows a refund request was opened and they'd step in by 7/9. Is that all I need to do for the high value card claim policy to take effect? I've read the policy about 10 times now but can't figure out where to file the claim for it if it is a separate spot? Also will I be refunded in credits? Thanks!
