Been pondering this one. All-last, second place, with a pretty large gap to get to 1st. Both the 4s and the 9s are safe to the riichi'd player, but by putting the 9 down you can end the game immediately and accept the 2nd place. On the other hand by staying in tenpai and discarding the 4s you keep the round going in the dealer seat but open yourself up to getting last.
