Cant get a server IP

im trying to run a minecraft server and whenever i start it it uses the localhost ip instead of creating an actual IP, i just got amp so im very clueless and would appreciate the help :)

Ok so it turns out that the bluetooth was fine, and that the cable was pushing against my desk too harshly which was making it not properly powered (or smth, idrk the logic, just that it fixed when i propped the cable up)
So i'm trying to connect my Soundbar to play audio through my PC, now my soundbar does allow for bluetooth however when its connected through it, the audio stutters or doesnt play for a few seconds at a time. (and no its not due to it being too loud, it does it at lowest, highest and inbetween).
Anyone im trying to connect it to my pc through a hdmi cable but my pc doesnt support hdmi arc and my soundbar doesnt have a line in port, does anyone know of an adapter that can work for this?
