Like, true copy, certified tc, or photocopy?

Salutations! I tried submitting for an admin work near my hometown and its almost a month since I emailed them. Tumitingin ako sa CSC site for job openings. I always check the requirements list before pressing enter on email. Perhaps I did something wrong? I have certain queries po regarding application submission.
1.) Mas prefer po ba in person submission or through email? Or mail via courier?
2.) Pag magsusubmit po ba ng requirements online, dapat po ba naka merge lahat ng files including letter of intent/application letter? Isa-isang file po kasi yung sa akin pag nag susubmit ako ng email pero I think maayos naman pagkakaname ko ng file (SURNAME, FIRSTNAME, MIDDLE INITIAL, - APPLICATION POSITION)
