I dont have a laptop and these price hikes have put many out of my budget, my budget is 70k can please someone tell me which is the most value for money windows laptop right now. Should i stretch my budget for a macbook air m2 or m3 second hand macbook???

I am from punjab Now that i have 936 i am expecting a top college but i dont know anything about delhi, there are no relatives and i dont know where i will live. I am not sure if i can qualify for srcc hostel if i got in. so for the initial month where can i stay because if i took PG i will be stuck there, i dont know when the hostel lists will come, and also how long will the physical verification last, how many visits do i have to pay to delhi before i get into a college, please help, i am very confused 🙏
