When I bought my bush commuter parking permit, they said the monthly rate on the contract document was $115 so I’m not sure. Is that a one time purchase or do I have to pay that every month?

I live in Passaic county a little north of Newark I commute to Rutgers nb everyday. I need to buy reliable car I thought I should get a new car since the mileage will go up quickly. If I buy a used car it will probably need a lot of maintenance. What do you think I should do Commute time is ~1 hour
