OINP 2026 – Manager position at $21/hour. Am I eligible?

I’m looking for some advice regarding the new Ontario OINP (Ontario Workforce Priority) changes in 2026.
I have been working as a Manager at Kelsys since January 2025. My current wage is $21/hour.
I’m wondering if my position could qualify under the new OINP TEER 0–3 category and eventually help me apply for Permanent Residence.
My situation:
Position: Manager
Employer: Kelsys
Started as a Manager: January 2025
Wage: $21/hour
Province: Ontario
I have been continuously working in this position since January 2025.
My main concern is the $21/hour wage. Does the new OINP require the offered wage to meet the median wage for the specific NOC and region?
Also, does my previous experience as a Manager count toward the work-experience requirement?
If anyone has recently looked into the 2026 Ontario Workforce Priority stream, I would really appreciate your advice. If possible, please mention the NOC/TEER and wage requirements you used for your situation.
