I feel like it’s either Penang or JB. In my opinion it is Penang. But I think JB have bigger population. But to me JB is just a Singapore suburb. We should really just hand it over to SG (like new territories) in exchange for freedom of movement. Also, at what size does a place stop being a city and is viewed as just a town? I saw on Twitter someone arguing that Kangsar is a great city …but to me it is just a town.
