Vision versus reality: In the late 1970s, the sculptor Pietro Consagra designed the building as a monumental, accessible work of art and a cultural centre for the city, which had been rebuilt following the 1968 earthquake.
The unfinished shell: Due to funding problems, bureaucratic hurdles and political upheaval, construction work was halted in the 1980s. The colossal concrete sculpture remained standing as a skeleton and became one of the best-known symbols of failed utopias and Italy’s unfinished major projects (incompiuto).
Built in 1981 and designed by architect Svetlana Kana Radević, this 15-story Brutalist landmark is locally known as "the rocket" (raketa) due to its unique shape. A iconic piece of Yugoslav architecture towering over the city center.
