An Alternative History of Peru: The Confederation and the People's Republic. (1991)

An alternate history of Peru. Between 1948 and 1951, the Peruvian Civil War—or the Andean Revolution, depending on whom you ask—took place.

The CEPA is a federal state (explanation in the comments) with a capitalist and semi-protectionist ideology. I modeled it after countries such as Israel, South Korea, Japan, the United States, and West Germany.

The RPA is a republic with a central government based in Cusco. Its ideology is Maoist and socialist. I based it primarily on Mao-era China, Bolivia, and certain Asian regimes.

In 1986, the RPA sued the CEPA before the International Court of Justice, claiming rights to the southern zone of the Confederate Sea and asserting that the area was being illegally occupied by the Confederation. Four years later, in 1990, the Court ruled in favor of the CEPA, recognizing its sovereignty over the sea.

The USA, the EU, and the UN recognize the CEPA's sovereignty. As of 1991 (the date of the map), only China considers the CEPA's occupation of the area to be illegal; however, following a rapprochement between the Chinese government and CEPA President Alberto Fujimori, it appears the situation is set to change.
