Help me upgrade and improve my PC on a cheap budget

I always had trouble with game performance and storage size. Even after deleting everything, with nothing on my disk, 100GB is always occupied by windows or something.

I used to have 4GB ram, upgraded it to 16GB right before the prices exploded.

For some reason, around 60% of my ram is always used, while I'm just running edge with 3-5 tabs. 8.1GB (447mb) In use (compressed), 5.8GB available, 10.5/19.9GB committed, 3.9GB cached, 680MB paged pool, 710MB non paged pool, hardware reserved 2.1gb

Budget: 300$
