Meaning of "control all Osgiliath locations in play"?

I know literally what the card is saying but if an Osgiliath location is discarded as a shadow card, do I have to wait for the encounter deck to reshuffle in order to have a chance to have it in play again? So do I essentially only beat the quest once all the Osgiliath locations have been explored? (meaning having them discarded as shadow cards is bad?)

edit: I'm having trouble understanding how the quest works. If I have one Osgiliath location in play at the beginning of the game and have it explored by the end of turn 2, do I win?
