I keep getting error 503 when I try to download an older version of CapCut

I filed some a few weeks ago because some moron is reuploading my videos from youtube onto tiktok but they're still not responding and I'm not expecting a speed of light response but how long do they usually take because it's kinda annoying seeing my videos being uploaded by someone else with either the same amount or double the likes that mines got

So I accidentially clicked sign out on youtube and it signed me out of everything without asking to confirm and now an account that I have my phone number linked to im locked out of and when I recover using my phone number it just puts me into my other account that I have my phone number linked to. Is there a way I can get back into that account even if I have my number linked to it or am I just fried?
