First order and shipping

I'm about to order on cssbuy for the first time and I had a few questions.

I plan on shipping through China Post Sea mail for around maybe 15kg and this is what I was quoted.

I saw some people saying this shipping does not include tax so I was wondering how much tax should I expect to pay more or less.

Also I have no idea how the shipping actually works,does it send it to my house directly or does it send it to my country then I have to pay another time for it to get the package shipped to my house or a pick up point ?

I chose this shipping because it was the cheapest that didn't count in volume.

(I'm in Europe.)

Custom and taxes

I was planning on buying a few things on SheIn but I saw the new fee law about 3€ per items and I don't fully get it.

If I were to buy things now (after 1 July) does it mean I'm stuck with paying the tax or will it not be in place just yet and I can buy safely without worrying about extra charges ?
