How can I create a shutter effect

I'm fairly new to After Effects, but I do have some previous experience with TouchDesigner, although I'm not particularly experienced with that either.
I've taught myself how to use both programs, so I often find it difficult to build on or modify effects because I'm not always sure what the best approach is or what to do.

I'm currently trying to create a kind of shutter effect for a video. Is something like this possible to make in After Effects, and if so, how would you go about it?

Masking

Hi. I’m still quite a beginner with using TouchDesigner, and I’ve been experimenting with creating different effects.

The newest thing I’d like to try is a bit different from anything I’ve done before. I’m trying to create some kind of glitch or shutter glitch effect on a video, where the effect is only visible on a specific part of the image. For example, if there’s an object in the video, only that object would have the effect applied to it.

I understand that I probably need to create a mask for this, but I don’t have any previous experience with masking. How can this be done, and/or what would be the easiest way to achieve it?

I’ve tried masking already, but I haven’t been able to isolate the exact area I want. The mask keeps including parts of the image that I don’t want affected.

Glitch effect

I've been doing different effects on TD, but I'm still pretty new to it and just have been trying to learn the nodes etc. Recently I found this instagram account that makes such a cool glitch effect that differs from the ones a lot that I've been doing.

So, is it possible to do such an effect on TD or does it require a different editing app such as after effects or some other? The account that I've been inspired is - trainengineer_
