Is this Normal?

Is this normal for a car windshield interior to have this much condensation? The dealership is telling me it is if the car sits without being driven for a week or more. The car has had issues with water filling up on the floor in puddles in the backseat specifically. They said it was some type of seal. They said it was fixed however, this is happening now and there is still water when I open the doors and I’m curious if this is all normal?

My sister‘s home is being condemned, and she has 30 cats!

I honestly don’t know what to do? I’m going to try to make this as short and concise as I possibly can because it’s a long story. My sister lives in Huntington Pennsylvania. She has 30 cats. She has bone cancer that has metastasized to her brain. I live two hours away in Pittsburgh. We just found out someone from the Dept Of Ageing was/is helping her. They were able to remove three cats from the house, but they had to be euthanized because they were so ill. My sister has been fined for the odor coming from her home. They have threated to condemn her home. Now that she is incapacitated and the cancer has metastasized to her brain. They are bringing her to a rehab facility here in Pittsburgh. I don’t know what to do with her home and or cats in Huntington. If anyone has any ideas, I would greatly appreciate any help. For what it’s worth my sister obviously never told me things were this dire. Her main concern has always been her cats. I feel so horrible knowing she/they have been suffering, but the sad fact is that she wouldn’t let anyone in her home. She was always talking about cleaning it up. Also I think it’s worth mentioning. Maybe two years ago she casually mentioned someone telling her they were going to condemn her home at that point I reached out to the mayor of her town and the police department and a local elected official as well as a Dept Of Ageing in her town with no results. The Mayor said it wasn’t his problem. It’s sad bc my sister loves this little town. To be clear, I’m not blaming anyone. I just feel there could’ve been some help somewhere along the way.
