How to lower fat and build muscle?

I've been fat for the majority of my life, not obese just overweight. I'm 25 and around 184cm. I tried going to gym multiple times but never very seriously. around begin December i seriously started my cut weighing around 96kg (in the summer i weighed closer to 100KG)

Since then i kept discipline and motivation , 5 months later i weigh around 86kg. I do strength training 4/5 times a week with 10k steps daily. Nutrition wise i always tried to get atleast 1.7/1.8 gr per kg i also started creatine about a month ago. and i'm seeing results on the scale and physically. my waist got smaller so have my hips. And i genuinly thought i was making good progress , i tried guessing my bodyfat percentage with measuring tape around my body to get a good guess and it came around 22/23% which i thought wasn't so bad.

I thought it would be a good idea to do a DEXA scan and get an accurate result of my body. It turned out to be 33,1%. Which is ridicously high, i would have never guessed that ,neither would people around me i kinda have some muscle on me but also fat, the scan told me i have about 54kg of lean mass. Anyway moral of the story i obviously want to get my bf% down and my muscle weight up cause it's pretty low. After seeing these result today it feels like a blow to my motivation. After calculations i would need to be under 70kg to be like 22/23% bodyfat which still isn't super lean but it means i would need to lose another 15kg , sounds impossible for me.
