
Dominatus system rules question

While preparing a Dominatus campaign for my group, I'm left with some questions regarding rules. Hoping someone can help clarify these:
Question 1: Who acquires relics at the end of campaign phase 1 and phase 2, and how many?
The rulebook states the following:
During end of campaign phase:
- Determine Ascendancy; the alliance with the most Agenda Achieved cards is in ascendancy. This will help determine the narrative outcome of that phase.
- Acquire Relics: At the end of the campaign phases 1 and 2, each player takes their Alliance's Relic card deck and randomly draws a number of cards equal to the number of Agenda Achieved cards that player has. That player selects 1 of those Relic cards to keep and returns the others to the deck.
This implies that each player taking part in the campaign gets a relic card.
The text on the warhammer-community website in the Dominatus article states the following:
- Then, whichever alliance holds the most Agenda Achieved cards is in ascendancy*, and gets one of their alliance’s powerful Relic cards.*
This implies that only the Alliance in Ascendancy gets a single Relic to be handed out to a single player within that alliance.
So do all players in the campaign get a relic (rulebook) or does the alliance in ascendancy get a single relic (article)? I would say the second option is more thematic and true to the fact that relics are the most powerful upgrades.
Question 2: How is the winning alliance determined at the end of the campaign? Is it simply the alliance with the most Narrative Points? This is also not clarified in the Dominatus rulebook.
