Other parties feel quite passive and they do not take a big role in the coalition government. Is possible to make them more active from the settings or somewhere else?

I can't get enough support to my party for changing constitutional laws. How do I get other parties to support them?
There is laws territorial developement and administrative divisions but what else are concidered important for regionalists. I would want to play as nordic agrarian party but the game doesn't have other ideologies to similar to their agenda other than regionalism and centrism. Also there is not much laws which you can use to support rural areas.
In my experience testing various right-wing ideologies and combinations thereof, none of them support lowering income tax. Do you know of any ideological combination that would support this? I haven't been able to find one myself.
Or is the game favoring rarising of taxes and growing the government? Don't want this to be true because I love this game and want it to be neutral and let player play.
What ideology or ideology combination is most favorably disposed towards tax cuts?
