I've already finished the game's story, but I still need to improve a couple of things, so I'm wondering, can I get 100% of the Steam achievements without any DLC, or do I need to use all the DLC to get 100%? Right now, I'm at 40% (50/125) of the achievements.

In the game there are perks (Butcher, Playwright, etc.), well there is one (from what I see) not DLC, which is called "Diligence", I thought it was obtained by having all the technologies of all the branches and all the recipes but no, so I ask you, how do you obtain that "Diligence" perk.
