On June 6, 2024, my friends and I rented a boat at Strouds Run State Park. It was a busy summer day with friends and families enjoying the park and lake. We spent time swimming and boating without incident until we were heading back to the dock to return the boat.

While heading back, we noticed a man on land with his pants down and his genitalia exposed. He was masturbating while facing our boat. We were shocked and extremely uncomfortable. We immediately contacted law enforcement.

Because we were still out on the water and the individual was on foot, he was able to leave the area before officers arrived. By the time we returned to the boating office, he had already fled in a vehicle. I believe a park employee was able to photograph or record the vehicle’s license plate as he was leaving.

We remained at the marina and provided statements to responding officers. One officer mentioned that there were individuals known in the area for similar behavior, though no additional details were provided at the time.

The following month, charges related to the incident were filed against Oren R. Apple. I later learned that he is a registered sex offender with a prior attempted rape conviction connected to Ohio University in 2001, for which he served prison time. Public records also show multiple public indecency and trespassing charges involving Ohio University property, where he is reportedly banned from campus.

Despite this history, he served only 30 days in jail related to our incident and, to my knowledge, still has unpaid court fees associated with the case. Apple’s most recent charge was on May 14, when he was reportedly found near Copeland Hall on Ohio University property despite the alleged ban. From my understanding, that case was later dismissed and he was released the same day, which has only added to concerns within the community regarding enforcement and accountability.

Recently, this same individual has appeared at my workplace, which has caused renewed concern and discomfort. My employer is currently in the process of formally trespassing him from the property.

Most of my concern stems from the fact that, if he is banned from Ohio University property, he still appears to remain closely associated with the Athens area. He has reportedly been connected to locations such as The Gathering Place and Mike’s Bridge House, yet I do not understand how residency requirements apply in those circumstances. Although eSORN has listed him as homeless in the past, I remain concerned about how his address and whereabouts are monitored and verified. That the address listed on the eSORN currently may not be current or accurate which states he lives in Patriot (an hour away), though I cannot independently confirm that information. Personally seeing him at my work place multiple times makes me think otherwise.

Additionally, a separate concerned citizen wrote a letter to the editor of the Athens Independent regarding the temporary housing huts approved by Athens City Council in October 2025 for use by The Gathering Place. In that letter, the writer referenced Apple’s previously listed address on North Congress Street associated with The Gathering Place. The location is approximately one block from the middle school and near the busy Court Street area when Ohio University students are in town.

From my own research and conversations around town, I also understand there were concerns raised by young women attending Ohio University who were renting a house next to The Gathering Place and the proposed huts. Concerns were reportedly expressed about personal safety and the proximity of the housing initiative to student residences. From what I have heard, some of those concerns were dismissed, and comments were allegedly made suggesting that if property owners did not support the initiative, they “should not rent to young women anymore.” I cannot independently verify every statement that was made during those discussions, but the concerns themselves appear to have been real and widely discussed within the community.

Public trust has also been affected by recent corruption allegations involving former Athens County Job and Family Services director Jean Demosky, who has been publicly accused of misconduct involving misuse of public funds and improper allocation of benefits and services. Situations like this contribute to broader community concerns about oversight, accountability, and whether public systems intended to protect and support residents are being managed appropriately. While I cannot speak to any specific connection between those allegations and Oren Apple, the combination of these issues has understandably caused many people in the community to question whether adequate safeguards and transparency are in place.

I also believe many residents feel conflicted because they want to support programs that help vulnerable people in the community while still expecting reasonable safeguards and accountability measures to be in place. Wanting compassion and wanting safety are not mutually exclusive concerns. Community members should be able to voice questions about supervision, monitoring, and proximity to schools or student housing without immediately being dismissed or made to feel unreasonable for asking.

I understand that homelessness, addiction recovery, and public safety are all complicated issues that require compassion and thoughtful solutions. And I want to see these solutions work effectively. However, I also believe community members, students, workers, and families deserve to have their safety concerns taken seriously—especially when they involve individuals with documented histories of sexual offenses and repeated public indecency. My intention in sharing this experience is not to create fear, but to express why many people in the Athens community continue to feel concerned and why transparency, accountability , and proper monitoring matter.
