Can’t find birth certificates for my great grandfather or any of his siblings born in the U.S.

My great grandfather was supposedly born in Cleveland, OH in 1909, and his siblings were supposedly born in Michigan. I’ve called family members to verify and ask if they have a copy or have seen a copy of a birth record on any of them. All of them said they’ve never seen any birth document, they just trusted what they were told. I’ve scoured Family Search and Ancestry for days and days with no luck. My question is, if I don’t actually know where he was born for sure, do I just need to place an order with Ohio Vital Stats anyway for them to look? I wouldn’t care so much about a birth record if I had other documents on him or his family, but it’s like the guy and his family didn’t exist. I’m aware I could be looking for something that doesn’t exist, but I’d prefer to exhaust all my options first.

I’m just trying to put together my most recent findings on a word doc to save and email to my uncle, but oh my god it’s taking me longer to add and format pictures in the document than it took me to research the findings in the first place! I’m over messing with the wrapping text and the position when I need to enlarge the photo. It should not be this difficult. I’ve spent hours messing with it. I have the same experience with Google docs. Is there anything I can use that’s easier?? Non-genealogy software/app is probably best. Please excuse my obvious frustration, and thank you in advance!
