Lack of jobs for 16 year old

My son is currently looking for a job in Leicester - ideally to fit around college studies. At 16 he obviously doesn't have experience although can demonstrate commitment to sports and studies. He is certainly keen and will do a good job given the chance. There seems to be a real lack of jobs and all of the larger retail or hospitality places just point him to their website - it seems gone are the days when it was possible to just hit the streets on Saturday and ask! He got an 'interview' at a local restaurant but that turned out to be a non paid shift which has turned into two non paid shifts and they want him to do a third! Not entirely sure that is legal and certainly not a good way to earn some actual money. Anyone out there with a similar experience? Alternatively, if anyone knows of any roles or fancies giving him the chance he deserves I am all ears!
