UPDATE: Thank you so much for your kind suggestions! I am now restructuring my construction around the Micro monster scooter as kindly suggested by ericpalonen, which comes with 3 wheels and folds up so much neater.
The reason why I am making this is because I have a specific set of circumstances. Here in switzerland, if you bring a vehicle on the train you actually have to pay for an extra seat unless you can fold it. And I also have to bring groceries home. I can't carry a lot, so I initially just thought to get a normal trolley. I live at a place where small conveniences are just a tiny bit too far away. Like if I wanted to get some food or go to the home depot, It's usually a 30 minute walk for maybe a 6 pack of soda. Sure I can get a bike, but I really dislike going on the street.
I did actually look at the Micro Luggage 4.0, but I heard it's not that great for road use. I wanted a more heavy duty ride.
So a all in one compact folding grocery scooter is a very specific solution for a very specific problem.

I want to make a grocery trolley that turns into a scooter with a Razor A, and before I start the project I really need to know if the bearing in the steering column can be fully removed without destroying it. I haven't bought the scooter yet so this is why I can't just go look. Here's a picture if this helps:
