Bird in distress at Marina Aylmer Beach/Parc des Cedres near lifeguard station

Can someone please help this bird and take it to Ottawa Valley Bird Sanctuary? I called but they can’t pick up and I am unable to go myself at this time. They are open til 6. The bird needs to go in a ventilated box. There is something in his throat and I don’t think he has long.
