Portugal or Netherlands?

Hey everyone! I want to study industrial engineering bachelors in europe. Right now my main options are Groningen in the Netherlands, and Porto in Portugal. I have tried finding some other realistic options in EU, but so far this is all I got, if you know a course like that please tell me!

My plan is, get a bachelors degree and have some fun, and then do masters in a more "boring" country but greater quality, (so I get fun experience, and knowledge)I love the weather in Portugal and surfing culture, but it's a small city, and a lot of people call it boring ( pls confirm or deny ). Although it's great for partying and so beautiful.

Groningen on the other hand is a super young city, a lot of expats/internationals, plus close to a lot of major cities and the public transport is great.

My main problem is the language. I only speak English and russian, so I will have to learn Portuguese/ Dutch. Learning Dutch will give me much more opportunities, especially for engineering, but I don't think this should dictate the country. If I am going to Portugal planning to not live there and do masters somewhere else it overall seems stupid, but I love the city so much! If I go to Groningen I will possibly stay in the Netherlands ( or not ) which will ease my life, but I will miss out on a lot, judging from what people are saying.

If anyone is doing those courses, lived in those cities, or just had any advice please help! Thank you!
