Who should I ship with my parcel was recently returned cause of customs and they said I couldn’t get a refund for the shipping so who should I ship my items with I stay in the US , Florida Help!!

I payed for my shipping on the 14 of may same day my items arrived to warehouse then on the 23rd it landed in Los Angeles and it said departed now it says departed from guanzhou china how’d did it go back? I shipped it with ems 60 10-15 day shipping it is now the second of June and it’s still not here help me
