Is it normal for the rotor to move like this in the stator ?

I bought a cheap used dremel 8250 and it's really noisy and clacking when turned on.

See the video, is this why its loud when turned on or is it normal to sound like this when turned off and turned by hand ?

Why my character never does weapons inspections ?

Is see my online team partners check sometime check their main guns and I always see them check their secondary when they first use it but mine did never inspect any of his guns since I play this game (2 weeks), do I need to enable a setting for this or is this a bug ?
