Why do missions generate this way?

Literally, I'll be starting out a scenario, going through the motions, and discover a mega-infestation that has five of them all connected together and 100 zombies strong milling around inside of it + an infinite amount that spawn when the infestation is attacked. What's the FIRST mission? Cleanse at least two of them.

THEN once that's done, all the other missions are completely banal bullshit like producing wood, maintaining water, and getting to a certain population number.
